Accounts will have a limit of 500 command requests and 25 wake requests per month

Your 1/20 email says, "Starting February 1st all accounts will have a limit of 500 command requests and 25 wake requests per month. More information can be found here." The link didn't help me. Are the command and wake requests things I manually do? Are they affected by my settings? Do they affect phantom drain?
