How to set a plug in reminder?

I was looking for the same thing and I'm not 100% sure to understand how it works.

Let say, I want to get a notification every time that 15 minutes after arriving home, my car is still not plugged. I come back home at different times. The morning after the gym, the lunch time, if I go to grocery, etc. So I don't want this to be checked at 10:00 or at 15:45. I want that to be checker X minutes after the car arrives at the given location, what ever time it is. How can I do that? So far, the only idea I have is to setup reminders for every 15 minutes, but it's not optimal.
