I have a good idea of why it's not sleeping. My electric company is ConEdison. They have a EV rewards program called smartcharge. They supply a fleetcarma c2 obd2 device that has an adapter for Tesla. It monitors how you charge and drive. I suspect this device is keeping the car awake.
